In 2016, the Lincoln area piloted a Mental Health Diversion program to keep citizens with serious mental illness from re-entering or returning to court for nonviolent, misdemeanor crimes. Recently, lawmakers announced that the state is having hardship in providing mental health services after a program change a decade ago from state-run regional centers to locally run operations. This change did not allocate additional funding for local programs and a “real deficiency” occurred in mental health services after regional centers were closed as a cost savings measure. Due to this, public safety officials have few resources allocated to them to provide individuals who need mental health services. In 2017, the police department received 3,543 calls ranging from mental health investigations to suicide with a lack of resources to provide officers who address the calls. A recent community health report indicated that Lancaster County residents exhibited a higher rate of having a lifetime diagnosis of depression (19.5%) compared to the national rate (19.0%) and youth who attempted suicide increased from 9.6% to 14.0% in 2015.
